ATA CONTRACTS MANAGER

Position Overview:

Responsible for program level contract management and administration activities.

Primary Responsibilities:

  • Responsible for managing the day to day contractual activities of the ATA contract
  • Responsible for the development of contract documents and the support of operations of the ATA program
  • Interpret, formulate, and oversee contract policies, procedures, methods, operating practices, and performance standards
  • Will have extensive interaction with the Program Manager, Deputy Program Manager and the Procurement Manger, to include; solicitation review and analysis; preparation and distribution of periodic contract reports; contract closeout in accordance with government and corporate policy; prepare contract briefs in accordance with DCAA policy; assist in proposal preparation; provide continual review of all assigned contracts to insure compliance with terms and conditions and early identification of potential problems; and review subcontract and procurement functions
  • Responsible for the employment, training, motivation, and evaluation of assigned employees
  • Responsible for the review of contact requirements and associated terms and conditions to ensure compliance, proper documentation, and reporting for all regulatory agencies and make recommendations for improved performance
  • Resolve non-compliance issues by investigating and resolving contract-related discrepancies, complaints, and disputes
  • Extensive interaction with government and commercial contracts representatives
  • Read, review, comprehend, and be able to communicate government requirements and regulatory guidance from various sources (FAR, DFARS, DOSAR, etc.)
  • Communicate effectively, orally and in writing, the requirements, provisions, clauses, and various factors surrounding the RFQs, RFPs and solicitations
  • Develop contract training for program personnel
  • Other related duties as assigned

Supervisory Responsibilities:

This position will be responsible for supervising and directing the work of assigned staff.

Education and/or Experience:

Bachelor’s degree in Business Administration, Public Administration, Finance or Economics required. A master's degree in a related field is preferred. Ten+ years of progressive federal government contract management and administration experience with such agencies as Department of Defense, Department of State, Department of Homeland Security, Environmental Protection Agency, and Department of Energy is required. Knowledge of Federal Acquisition Regulations (FAR) and Department of Defense contracting practices, procedures, and regulations (DFAR). SBA 8(a) experience desired.

Must have experience with managing a variety of contract types and must be able to administer multiple contracts and task orders including service level agreements and performance based contracts. Pre and post award contract management, RFP review and analysis, proposal development and preparation required. Must have good cost accounting knowledge and strong customer interaction skills. Experience with NDA’s, teaming agreements, and consultant agreements required. Must have verifiable experience in establishing and overseeing federal government approved procurement system including successful experience with CPSR audits.
